Reconsideration of value and Appraisers. Architect James Kluttz designed the place for himself and his family in 1987. It ruled that the lender did not owe the borrower a legal duty to assure that the independent appraiser’s valuation was correct. This process is often referred to as a “reconsideration of value” or “ROV.”
