Example: Land lease. In a large development of approximately 300 houses, four of them were on a 99-year land lease with 55 years remaining. Reason was it was the last portion of the block of land, and the owner wouldn’t sell, but did agree to the land lease.

The GSEs should “increase certain loan purchases” in Duty to Serve markets; develop new and accessible loan products and programs; and evaluate new business partnership opportunities. Better loan products to serve “high-needs rural regions” should also be developed.

These standards were not developed with any real input from HUD, which has exclusive statutory authority for manufactured home construction and safety standards nationwide, through the HUD Code. DOE should delay its effective date, while it works with HUD to develop more balanced standards. FHA , Fannie Mae and Freddie Mac can help.
